Job Description
Under the technical directions of the Provincial and Federal Polio Eradication Team Leader, and the overall supervision of the WHO Representative, the incumbent will work as Area Coordinator, within the framework of national policies and guidelines defined in WHO programme and policy documents

1. Support surveillance activities (for AFP and VPI diseases) to ensure achievement/maintenance of certification standards through

a) Participating in the planning and in the implementation of active surveillance and routine reporting.

b) Support training activities and supervision of surveillance/support staff in the area of assignment.

c) Participation in the organization of advocacy/orientation meetings for health care providers.

d) Ensuring proper case investigations, follow-up and classification.

e) Regular analysis of surveillance data and monitoring indicators.

2. Support development and strengthening of routine immunization through.

a) Participating in the development of microplans for implementation of RED approach and ensure their proper implementation and monitoring.

b) Coordinate with partners on activities related to routine immunization and ensure community participation.

c) Timely analysis and interpretation of routine immunization data and its use for corrective action.

3. Support supplementary immunization activities

a) Support preparations, implementation and monitoring of supplementary immunization activities including microplanning, training and monitoring

b) Timely analysis of data and its use for corrective action

4. Contribute in strengthening of the development of H. S. infrastructure particularly through training and assist in building national capacity in the area of assignment.

Job Description
Purpose for the job:

The Health Officer reports to the Health Specialist for close guidance and supervision. (The Level 1 is an entry professional level and should therefore be normally used as a trainee level for the purpose of acquiring organizational knowledge of rules, regulations and processes to supplement academic and theoretical knowledge of the profession for upward mobility to higher responsibilities). Incumbents at this level are not expected to remain for an extended period of time in the post.

The Officer provides professional technical, operational and administrative assistance throughout the programming process through the application of theoretical and technical skills in researching, collecting, analyzing and presenting technical program information while learning organizational rules, regulations and procedures to support the development and formulation of the Health Program within the Country Program.

Key function, accountabilities and related duties/tasks

1. Support to program development and planning

Research and analyze regional/national political, social and economic development trends. Collect, analyze, verify and synthesize information to facilitate program development, design and preparation. Help the provincial polio team in continuously identifying high risk districts / tehsils / union councils / areas for intensified PEI activities. Provide technical support to identify required actions.
Work with other UNICEF sectors, particularly Health, Nutrition, Child survival and Development, WASH and programme communication to identify specific, targeted interventions such as polio plus and health camp that mutually support the earliest eradication of polio and furtherance of other health objectives. Provides technical and professional support for convergence and integration of PEI and EPI activities. Ensures synergy and complementarity between two programmes in consultation with UNICEF Immunisation officer / health section and IPs.
Prepare technical reports and inputs for program preparation and documentation ensuring accuracy, timeliness and relevancy of information.
Facilitate the development/establishment of sectoral program goals, objectives and strategies and results-based planning through analysis of health needs and areas for intervention and submission of assessments for priority and goal setting.
Provide technical and administrative support throughout all stages of programming processes by executing/administering a variety of technical program transactions, preparing materials/documentations and complying with organizational processes and management systems, to support program planning, results based planning (RBM) and monitoring and evaluating results.
Prepare required documentations/materials to facilitate the program review and approval process.
Attends Polio EOC on regular basis as assigned to him/her by the team lead. Supports provincial health department for regular conduction meetings of provincial committees of PEI/EPI and other collaborative partnerships to promote joint planning and analysis, reviews budgets and work plan for training and other related matters, and advise on technical aspects of these activities. Provides technical support to the UNICEF Polio team and government on epidemiology of cases and environmental samples.
2. Program management, monitoring and delivery of results

Work closely and collaboratively with internal and external colleagues and partners to collect/analyze/share information on implementation issues, suggest solutions on routine program implementation and submit report to alert appropriate officials and stakeholders for higher-level intervention and/or decision. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
Undertakes field visits to monitor PEI activities as well as participates in periodic programme reviews with EOC and other partners. Identifies necessary action for programme adjustments. Provides technical support to government officials and implementing partners in the planning and management of the PEI interventions and ensures their sustainability. Support maintenance of information system by monitoring different datasets for tracking programmatic progress.
Participate in monitoring and evaluation exercises, program reviews and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders.
Monitor and report on the use of sectoral program resources (financial, administrative and other assets), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
Prepare inputs for sectoral program/donor reporting.
3. Technical and operational support to program implementation

Undertake field visits and surveys and/or collect/share information with partners/stakeholders to assess progress and provide technical support and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on health and related issues to support program implementation, operations and delivery of results.
4. Networking and partnership building

Build and sustain effective close working partnerships with government counterparts, partners and national stakeholders through active sharing of information and knowledge to enhance program implementation and build capacity of stakeholders to deliver concrete and sustainable results.
Draft communication and information materials for CO program advocacy to promote awareness, establish partnership/alliances and support fund raising for health programs.
Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.
5. Innovation, knowledge management and capacity building

Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders.
Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable program results.
Assist with oversight of research and ensure results are available for use in knowledge products.

The project also endeavours to strengthen Planning Ministry as a public sector think-tank and technical advice providers to provinces and Administrative Regions in the post 18th Amendment scenario.

Summary of key functions:

Office Administration & Support Services

Provides efficient messenger services focusing on achievement of the following results:

Manage all office correspondence and filing, the office library, equipment and storeroom.

Ensure that all visitors are well received and attended to and that the office is kept clean.

Sorting, delivery and pick up of mail from registry unit on the premises at regular intervals.

Job Description
Under the overall supervision of the Chief of Mission, Pakistan for administrative matters, the direct supervision of the Migration Health Physician in Karachi – and the Laboratory Supervisor for technical matters. The incumbent will be responsible for laboratory services delivery with respect to migration health assessments (HAP) and other programmes implemented by the IOM Migration Health Division in Karachi:

Responsibilities and Accountabilities:

Perform basic laboratory procedures as assigned by the Head of sub office/MHP for specimen collection, storage, examinations, shipment and ensure timely report delivery.
Ensure standards and the quality of assigned laboratory procedures by strictly following the SOPs.
Adhere to bio-safety measures adopted in the laboratory minding the safety of oneself and others.
Ensure quality control activities for assigned station.
Assist in maintenance of laboratory equipment (refrigerators, Centrifuges etc) as per SOPs.
Assist laboratory supervisor in stock management by ensuring that the equipment and consumables are sufficient for the anticipated work.

Education and Experience:

Secondary school diploma in Medical Laboratory (Fsc MLT) from an accredited academic institution with three years of relevant experience in a busy institution, preferably in a Medical laboratory.
Computer literate with understanding of accurate data collection for monitoring and continuous improvement of services and performance.
Good awareness of the laboratory role in health systems, optimal use of resources for quality and efficient services delivery.
